India and France to Collaborate on Small Modular Nuclear Reactors

India and France have agreed to jointly develop small modular nuclear reactors (SMRs) as part of their commitment to energy security and low-carbon transition, India’s foreign ministry announced following Prime Minister Narendra Modi’s visit to France.

During discussions with French President Emmanuel Macron, both leaders highlighted the strategic role of nuclear energy in strengthening energy security and advancing a sustainable economy.

The announcement comes just days after India signaled changes to its stringent nuclear liability law, which currently holds operators fully accountable for nuclear accidents—a regulation that has been blamed for delays in previous nuclear projects.

Modi is also expected to discuss potential U.S. nuclear investments during his upcoming visit to Washington on Thursday.

According to India’s foreign ministry, the Delhi-Paris collaboration will focus on both small modular reactors (SMRs) and advanced modular reactors for civilian use.

SMRs offer several advantages over conventional reactors, including:

  • Factory-built components that can be transported and assembled on-site
  • Reduced land requirements and minimal infrastructure needs
  • Enhanced safety features due to their smaller size and modular design

Indian Foreign Secretary Vikram Misri emphasized that this initiative aims to establish long-term cooperation in nuclear technology development.

“We intend to co-design, co-develop, and co-produce these reactors,” Misri stated, adding that modular technology remains in its early stages, and joint efforts with France will help overcome challenges faced in conventional nuclear projects.

As India accelerates its nuclear energy expansion, the partnership with France—a leader in civilian nuclear technology—marks a significant step toward diversifying its energy portfolio and reducing carbon emissions.
