The Spanish government is facing mounting political pressure after a leaked police report reportedly suggested that the mass movement of migrants into the Spanish enclave of Ceuta was planned and directed by Moroccan authorities.

More than 80,000 migrants reportedly crossed into Ceuta during the crisis, raising fresh questions over border security and the circumstances surrounding the unprecedented influx.

Prime Minister Pedro Sánchez has repeatedly rejected claims that Morocco was responsible, instead blaming human-smuggling networks. He has also accused Russia and Israel of spreading disinformation about the crisis.

However, the leaked report has intensified scrutiny of the government’s account, reportedly alleging that the crossings were deliberately orchestrated to breach Spain’s border while appearing to be a spontaneous migration surge.

Spanish police leadership has pushed back against that assessment.

The Director-General of the Spanish National Police reportedly assured Interior Minister Fernando Grande-Marlaska that investigators had found no evidence “whatsoever” showing that Moroccan authorities organized or directed the border crossings.

The conflicting accounts have added to political tensions in Madrid and increased pressure on Sánchez to explain the government’s handling of the crisis.

The prime minister is expected to address parliament later on Thursday, where he is likely to reiterate his position that there is no compelling evidence implicating the Moroccan government.

His appearance follows protests across several Spanish cities on Wednesday night, coinciding with the anniversary of the Ceuta crisis.

The controversy is expected to keep Spain’s relationship with neighboring Morocco, as well as the government’s handling of migration and border security, under intense political scrutiny.
