Commonwealth Unveils Three-Year Youth Development Framework

The Commonwealth has approved a new three-year framework aimed at strengthening youth development across its member states by expanding opportunities for leadership, entrepreneurship, digital inclusion and skills development.

The framework, endorsed by the Commonwealth Youth Ministerial Task Force, aligns with the organisation’s Strategic Plan 2025–2030 and positions young people as key partners in promoting democratic governance, economic growth and environmental resilience.

Designed to guide the implementation of the Commonwealth Youth Programme over the next three years, the initiative focuses on delivering measurable outcomes while enhancing youth participation in national and regional development.

Commonwealth Secretary-General Shirley Botchwey said the broad support for the framework demonstrates member countries’ shared commitment to advancing youth development through stronger collaboration.

She noted that recommendations from member states on implementation, financing, technical assistance and support for Small States and Small Island Developing States had strengthened the framework and would help ensure it remains responsive to the needs of young people.

Botchwey added that the contributions would make the programme more practical and effective in delivering meaningful opportunities for youth across the Commonwealth.

Youth ministers also reaffirmed the programme’s role in empowering young people and welcomed its emphasis on integrating youth priorities across the pillars of the Commonwealth Secretariat’s Strategic Plan.

The ministers further endorsed a package of high-impact initiatives aimed at expanding inclusive youth participation, promoting entrepreneurship, improving access to finance, strengthening digital skills and enhancing capacity-building efforts.

Co-Chair of the Ministerial Task Force, Moefaauouo Julius Tafunai, reiterated the ministers’ commitment to implementing a collaborative strategy that places young people at the centre of decision-making and delivers tangible results across member nations.
