Gov. Sani Approves Major Energy, Agriculture Reforms in Kaduna

Kaduna State has launched one of its most ambitious governance reform drives in recent years, with Governor Uba Sani approving three major laws targeting electricity, agriculture, and climate development.

The newly signed legislations  the Kaduna Electricity Law, 2026; Kaduna State Agricultural Development Fund (KADFund) Law, 2025; and Kaduna State Climate Change Advisory Board Law, 2026  are expected to reshape key sectors of the state economy through institutional reforms and long-term investment frameworks.

In a statement issued by the Commissioner for Information and Culture, Ahmed Maiyaki, the state government said the laws were designed to improve energy access, strengthen agricultural productivity, and enhance environmental sustainability across Kaduna.

Speaking on the reforms, the Deputy Chief of Staff on Legal and Legislative Matters, Mustapha Musa, described the package as a transformative step toward sustainable economic growth.

According to him, the Kaduna Electricity Law, 2026 establishes the Kaduna State Electricity Regulatory Commission to oversee electricity generation, transmission, distribution, and supply within the state.

The law is also expected to attract private investment into the power sector, encourage renewable energy projects, and improve access to stable electricity for residents and businesses.

Under the Kaduna State Agricultural Development Fund Law, 2025, the government will create a financing structure to support farmers, cooperatives, agribusinesses, and stakeholders across the agricultural value chain.

The fund is expected to provide grants, soft loans, technical support, and infrastructure investments aimed at boosting food security and agricultural output.

The Climate Change Advisory Board Law, 2026, on the other hand, establishes a framework for climate governance and environmental sustainability in the state.

Officials say the law will help Kaduna access climate financing opportunities and integrate climate considerations into development planning and policy implementation.

Maiyaki noted that the reforms reflect the administration’s broader commitment to building resilient institutions capable of attracting investment, creating opportunities, and improving living standards.

He added that the laws align with Governor Uba Sani’s vision of positioning Kaduna as a competitive and sustainable state driven by electricity sector reforms, agricultural transformation, and climate-responsive governance.
