Senate Panel Demands Immediate Enforcement of 4% FOB Charge for Customs

Chairman of the National Assembly Joint Committee on Customs and Tariffs, Senator Isah Jibrin, has called for the immediate implementation of the 4% Free-On-Board (FOB) charge, citing its legal backing and critical importance to the operations of the Nigeria Customs Service (NCS).

Speaking during a session with the Minister of Finance and Coordinating Minister of the Economy, Wale Edun, on Monday, Senator Jibrin decried the continued delay in enforcing the charge, stressing that further debate was unnecessary since the provision was already enshrined in law.

“Do we subject something that has been passed into law to further debate or defense?” Jibrin asked. “The 4% should be implemented immediately because it is law.”

The committee unanimously adopted the motion through a voice vote, directing that the FOB charge be enforced without further delay.

Additionally, the committee urged Minister Edun to expedite the release and implementation of funds earmarked for the ongoing Customs modernization programme, with particular emphasis on the ₦50 billion package awaiting Federal Executive Council (FEC) approval.

The FOB charge, which is calculated on the value of goods at the point of shipment, is expected to boost Customs revenue and improve border management efficiency. The modernization drive is also aimed at digitizing operations and enhancing trade facilitation.
