Former House of Representatives member Samson Osagie criticizes Rivers State Governor Simi Fubara’s budget presentation, deeming it an “illegality.”
Osagie contends that the 2024 budget, presented during the state’s crisis, lacks legality as it was not approved by a majority of lawmakers, citing Constitutional Section 91.
“Therefore, legally speaking, as of the time Fubara presented the budget before four members of the Rivers State House of Assembly, it was not only an illegality but it was an unconstitutional act both on the part of the governor himself and the part of the four legislators who partook in that exercise,”
He asserts that both the governor and the four participating legislators engaged in an unconstitutional act, highlighting the potential impeachable offense in spending funds without proper approval.
