In a momentous display of legislative power, the Rivers State House of Assembly defied Governor Siminalayi Fubara’s objections and successfully enacted four new bills into law during its Friday plenary session at the House of Assembly Quarters.
The decision to override the governor’s veto stemmed from the Speaker of the House, Martin Amaewhule, reading out four letters from Governor Fubara, wherein he withheld his assent to the bills previously forwarded to him.
In a resolute response, the House invoked the authority vested in Section 100 subsection 5 of the constitution, which exempts certain bills from requiring the governor’s assent for enactment into law. This constitutional provision stipulates that if the governor withholds assent and the bill is subsequently passed by a two-thirds majority, it shall become law without the governor’s assent.
Addressing the assembly, Speaker Amaewhule criticized the governor’s stance, particularly regarding the conduct of local government elections in the state. He asserted, “By the reasons given by the Governor, it means he doesn’t plan to conduct local government elections in the state.”
Expounding further, Speaker Amaewhule underscored the significance of the enacted laws, emphasizing their role in curbing the governor’s authority to appoint Caretaker Committee Chairmen for the Local Governments.
He highlighted the governor’s discontent with the assembly’s decision to strip him of this appointive power, which previously enabled him to install caretaker chairmen at will.
He said, “the key thing here is that this law removes the power of the Governor to appoint Caretaker Committee Chairmen for the Local Governments, the Governor is not happy that we’re removing his powers to appoint caretaker chairmen.

1-The Rivers Local Government Amendment Law
2-The Rivers State Traditional Rulers Amendment Law
3-The Rivers State Advertisement and Use of State Owned Property Prohibition repeal law.
4- The Rivers State Funds Management and Financial Autonomy Law.
