Putin Confirms U.S. Delegation Heading to Moscow as He Rejects Ceasefire Without Ukrainian Withdrawal

Russian President Vladimir Putin said Thursday that a U.S. delegation is expected to arrive in Moscow early next week to continue discussions on Washington’s latest proposal to end the war in Ukraine.

Speaking at a press conference in Bishkek, Kyrgyzstan, Putin said that recent talks between U.S. and Ukrainian officials resulted not in a draft peace agreement but merely an outline of issues to be negotiated.

He also made clear he sees no point in signing any document with Ukraine’s current leadership, arguing that President Volodymyr Zelenskyy “lacks legitimacy” to approve an agreement.

In his most detailed remarks to date on the emerging U.S. peace framework, Putin reiterated Russia’s maximalist conditions for ending the war — including a full withdrawal of Ukrainian troops from territories claimed by Moscow. He said Russia would not agree to a ceasefire until that withdrawal occurs.

“If Ukraine’s troops leave the territory we occupy, military action will stop,” Putin said. “If they refuse, we will achieve this by force.”

Putin insisted that recognition of Russia’s control over Crimea, Donbas, and large parts of eastern and southern Ukraine must be part of any negotiation with Washington. He also claimed Russian forces enjoy a “positive dynamic” across the front and said Russia is “ready, in principle, to fight to the last Ukrainian.”

The U.S. proposal — which President Donald Trump has suggested could form the basis of a settlement — is expected to be discussed further when Trump’s envoy, Steve Witkoff, arrives in Moscow next week. Putin said the plan “can be the basis for future agreements,” though “serious discussions” are still required.

Putin also addressed questions about a leaked recording of an alleged call between Witkoff and top Kremlin aide Yuri Ushakov, in which Witkoff appeared to advise Russia on how to present its position to Trump. Putin did not deny the call occurred but said he would not comment on confidential conversations.
