Zelenskyy, E3 Leaders Advance 20-Point Peace Plan in London Talks

Ukrainian President Volodymyr Zelenskyy met with European leaders in London on Monday, calling the discussions “productive” as he continues efforts to secure an end to Russia’s invasion.

Zelenskyy was joined by U.K. Prime Minister Keir Starmer, French President Emmanuel Macron, and German Chancellor Friedrich Merz—the group often referred to as the E3. The Ukrainian leader said that a 20-point peace proposal, developed jointly by Ukraine and its European partners, would be finalized and presented to the United States by the end of the day.

Territorial control remains the central sticking point in negotiations, with no clear path yet toward an agreement acceptable to both Kyiv and Moscow. Still, European Commission President Ursula von der Leyen emphasized that the European Union has both the tools and the political resolve to pressure Russia into serious talks.

Across the Atlantic, U.S. President Donald Trump signaled skepticism about immediate mediation, saying his current priorities lie with domestic and European concerns—particularly mass migration—rather than active involvement in the Ukraine peace process.

The London meeting reflects a renewed push by European leaders to coordinate strategy, bolster support for Kyiv, and explore potential diplomatic openings, even as major global players maintain divergent priorities.
