Insecurity: Senate Rolls Out Five-Year Counter-Terrorism Plan

Senate President Godswill Akpabio on Monday formally launched Nigeria’s Counter Terrorism Strategic Plan 2025–2030, developed by the National Counter Terrorism Centre under the Office of the National Security Adviser (NSA).

In his keynote address, Akpabio described the launch as a defining moment in Nigeria’s pursuit of peace and security. He said the plan provides a framework for modernising security architecture, transforming institutions, strengthening national resilience, and expanding partnerships across government, industry, civil society, and international stakeholders.

“It is a moment when Nigeria reaffirms that our people deserve to live without fear, that our children deserve a future of peace, and that our nation must be secured to prosper,” Akpabio stated.

He highlighted the legislature’s role in providing legal, budgetary, and oversight support for security institutions, noting that the 10th National Assembly has enacted laws covering defence, policing, intelligence coordination, cybersecurity, and counter-terrorism.

Akpabio emphasised that security requires long-term investment in people, technology, training, and strategic partnerships, warning that short-term firefighting is insufficient.

Speaking at the event, NSA Nuhu Ribadu, represented by Major General Adamu Laka, explained that the plan is the result of extensive research, inter-agency collaboration, and consultations with ministries, security agencies, academia, civil society, and international partners.

The Strategic Plan also aims to establish the National Counter Terrorism Centre as a regional centre of excellence in combating terrorism and violent extremism in West Africa and the Sahel, Ribadu added.
