The Minister of the Federal Capital Territory (FCT), Nyesom Wike, has issued a final 14-day grace period to property owners who violated land-use regulations in Abuja, directing them to pay the mandatory ₦5 million conversion fee or face immediate enforcement actions.
The directive was announced on Sunday in a statement by his Senior Special Assistant on Public Communications and Social Media, Lere Olayinka, who said the new deadline takes effect Tuesday, November 11, 2025.
According to the statement, the extension follows the expiration of the earlier 30-day deadline issued to allottees and title holders to regularise their land-use status in premium districts such as Asokoro, Maitama, Garki, and Wuse.
Olayinka warned that failure to comply within the 14-day window would lead to full enforcement by the FCT Administration. He noted that the grace period reflects Wike’s effort to encourage voluntary compliance before stricter measures begin across the capital.
The statement reads in part:
“Sequel to the public notices issued by the Federal Capital Territory Administration (FCTA) on September 8, 9, and 10, 2025, regarding the reviewed Land Use/Purpose Clause of properties in the FCT, members of the public especially allottees and title holders on the underlisted streets are hereby informed that the 30-day period for payment of the ₦5 million penalty for land-use change has since expired.
However, the Honourable Minister, His Excellency Barr. Nyesom Wike, has magnanimously approved a final grace period of 14 calendar days from Tuesday, November 11, 2025, for affected allottees to comply.”

In early September, Wike sanctioned several property owners for converting residential buildings into commercial premises without approval an infraction he has repeatedly vowed to stamp out as part of his broader reforms to restore Abuja’s original master plan.
