Zelensky to Unveil ‘Plan for Victory’ to Biden, Push for Long-Range Missile Use in U.S. Visit

Ukrainian President Volodymyr Zelensky is set to present a “plan for victory” in Ukraine’s war against Russia during his visit to the U.S. this week, where he will meet with President Joe Biden. Zelensky also plans to outline the strategy to Congress and the U.S. presidential candidates, Democrat Kamala Harris and Republican Donald Trump.

A key aspect of Zelensky’s visit is his push to convince the U.S. and its allies to allow Ukraine to use their supplied missiles to strike deep into Russian territory, a first since the war began. The visit aligns with the White House’s efforts to finalize a new $375 million (£283 million) military aid package for Ukraine.

“This autumn will determine the future of this war,” Zelensky wrote in a post on X (formerly Twitter). In a statement ahead of the visit, he highlighted three pillars of his plan: securing more weapons, pursuing diplomatic efforts to force Russia into a peace agreement, and holding Moscow accountable for its full-scale invasion in 2022.

For months, Ukraine has been urging the U.S., UK, and other Western allies to lift restrictions on the use of long-range missiles, which Kyiv says are necessary to target Russian sites used to launch attacks. However, earlier in September, Russian President Vladimir Putin warned that long-range strikes would be seen as “direct participation” by NATO in the conflict.

When asked on Sunday whether a decision had been made to allow Ukraine to use U.S.-made long-range weapons, President Biden responded with a simple, “No.”
