The House of Representatives has appealed to the international community for support in Nigeria’s ongoing constitutional review, seeking technical assistance, legislative exchanges, and enhanced inter-parliamentary cooperation.
Deputy Speaker Benjamin Kalu, who chairs the House Committee on Constitution Review, made the appeal on Friday night during a Diplomatic Dinner at the National Assembly Library in Abuja. Themed “Constitution, Dialogue and National Renewal,” the event gathered foreign diplomats, international organisations, and development partners to explore areas of collaboration.
Kalu reaffirmed that the constitutional review process will be concluded by December 2025, ahead of the 2027 general elections, ensuring the exercise remains insulated from partisan influences.
“The task of constitutional reform is not one we undertake in isolation. We recognize the immense value of international partnerships, knowledge exchange, and collaborative learning,” he said.
The deputy speaker outlined three key areas where the House seeks international support;
Legislative Exchanges & Study Tours – to expose lawmakers to alternative governance models and constitutional practices across the world.
Technical Assistance & Expert Consultations – to help the committee align reforms with global best practices while addressing Nigeria’s unique context.
Stronger Parliamentary Ties – to deepen bilateral and multilateral relations with foreign legislatures and global parliamentary bodies.
Kalu emphasised the importance of comparative exposure to alternative systems, such as federalism, electoral systems, judicial frameworks, and gender mainstreaming, as critical for shaping robust constitutional amendments.
“Parliamentary diplomacy has emerged as a powerful tool for strengthening international cooperation, promoting democratic values, and enhancing mutual understanding,” he noted. He further stated that the National Assembly has adopted a multi-stakeholder engagement strategy involving public hearings, stakeholder consultations, digital platforms, and media outreach to ensure inclusive participation.
“This inclusive approach reflects our commitment to a constitution that truly represents the aspirations of the Nigerian people,” Kalu said. The deputy speaker expressed optimism that international collaboration will help deliver a more democratic, just, and effective constitution for Nigeria’s future.
