Over 8,000 Inmates Pardon As FG, States Move To Decongest Prisons

Authorities across Nigeria have granted pardons or reduced sentences for more than 8,300 inmates between January 2022 and March 2026, as part of ongoing efforts to ease congestion in correctional facilities.
The releases, approved by federal and state governments through Prerogative of Mercy processes, were compiled from official data and reports, showing a steady push to reduce the burden on custodial centres nationwide.
Figures indicate that 707 inmates benefited in 2022, followed by a sharp increase to 4,678 in 2023. The number later dropped to 1,843 in 2024, while over 850 inmates were granted relief in 2025 and more than 240 so far in 2026.
A major spike in 2023 was driven by a nationwide intervention where over 4,000 inmates were freed after fines imposed by courts were paid under a Federal Government-backed initiative, with support from private organisations.
Despite these actions, overcrowding remains a serious issue, with over 50,000 inmates still awaiting trial across the country. Many of these cases involve serious offences such as armed robbery and murder, often delayed by lengthy investigations and court proceedings.
The Nigerian Correctional Service continues to face pressure as the number of awaiting-trial inmates far exceeds those already convicted.
To address the problem more sustainably, the Federal Government is introducing reforms aimed at transforming correctional centres into productive hubs. These include agricultural and vocational programmes designed to equip inmates with practical skills.
According to the Minister of Interior, Olubunmi Tunji-Ojo, the initiative is focused on rehabilitation and reintegration rather than mere detention.
“Correctional centres are no longer just places of custody; they are platforms for transformation, rehabilitation and a new lease of life,” he said.
Officials believe expanding these programmes will improve inmates’ chances of reintegration into society, reduce repeat offences, and ultimately help tackle long-term congestion in the prison system.
