FG Approves Three Civil Service Reforms to Boost Productivity

The Federal Government has approved three major policy reforms aimed at transforming the civil service, boosting productivity, and improving service delivery across Ministries, Departments and Agencies (MDAs).

The policies the Rewards and Recognition System Policy, the Incentive and Consequence Management Policy, and the Civil Service Mentoring Policy were approved at a recent Federal Executive Council (FEC) meeting presided over by President Bola Ahmed Tinubu.

The announcement was made on Sunday by Eno Olotu, Director of Information and Public Relations, Office of the Head of the Civil Service of the Federation (HCSF).

According to the statement, the new policies mark a “new era” of performance-centred governance designed to attract top talent, retain skilled officers, and cultivate a culture of excellence within the civil service.

Olotu outlined the key components:

  • Rewards and Recognition System Policy establishes a structured framework to motivate productivity by attracting, nurturing, and retaining high-performing personnel.
  • Incentive and Consequence Management Policy creates a transparent system where strong performance is rewarded, while underperformance attracts clearly defined consequences. It also provides support pathways for officers who need improvement.
  • Civil Service Mentoring Policy aims to bridge experience gaps, transfer institutional knowledge, and prepare the next generation of leaders. It is designed to preserve institutional memory amid increasing retirements and ensure leadership continuity.

The Head of the Civil Service of the Federation, Didi Esther Walson-Jack, described the reforms as essential to staff welfare and central to the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP25).

She said the policies are aligned with the 2021 Public Service Rules (060101–060111) and reflect President Tinubu’s commitment to overhauling the public sector.

Walson-Jack noted that the reforms underscore the administration’s determination to value civil servants, reward excellence, strengthen accountability, and groom future leaders.

She assured public servants that the new framework will support their career growth, recognise dedication, and institutionalise a world-class service capable of driving national development.
